If after installing or re-installing On-Line Filing Manager you get a permission issue ensure that the following folders have FULL read/write permission

c:\programfiles x86\pegasus\ofm and c:\programdata\ofm 

if there is no c:\programdata\pegasus\ofm folder it will be the c:\programdata\application data\pegasus\ofm folder
